Restricted Regions List
This revised Restricted Regions List will take effect on October 16, 2026 (JST).
This page identifies countries and regions where MONJI is not offered because of legal, sanctions/export-control, security, operational, or payment-provider restrictions. It supplements the MONJI Terms of Service and Privacy Policy. The list may be updated from time to time in accordance with the Terms and applicable law.
For purposes of this list, “not offered” applies to any individual or organization located in, organized under the laws of, having its principal place of business or billing address in, or ordinarily resident in a listed region, and to use primarily for the benefit of operations in a listed region.
How We Enforce
- Signals may include billing country or region, IP geolocation, fraud or sanctions screening, KYC or contracting information, and other information reasonably available to us.
- We may decline onboarding, restrict or suspend access, terminate affected agreements, or take other measures permitted by the Terms and applicable law.
- Use of VPNs, proxies, false addresses, false billing information, or other means to circumvent regional restrictions is prohibited.
Current Restricted Regions
1. Legal Exclusions
- European Economic Area (EEA) — all EU Member States plus Iceland, Liechtenstein, and Norway
- United Kingdom
- Switzerland
- Mainland China (People’s Republic of China) — Hong Kong SAR, Macau SAR, and Taiwan are not restricted for purposes of this list

2. Sanctions / Export-Controlled

- North Korea
- Syria
- Russia (generally excluded; restrictions may vary by activity and counterparty)
Basis: International sanctions, export-control rules, payment restrictions, and related compliance constraints.
Enforcement: Onboarding is blocked; existing access may be suspended or terminated upon detection, subject to applicable law and the Terms.

3. Payment-Unsupported (Stripe Managed Payments)

Basis: Our payment provider does not support the required onboarding or settlement flows in these jurisdictions for the relevant payment arrangement.

Notes and Definitions
- Scope of exclusion: the restriction applies to direct use and to use primarily for the benefit of operations in a Restricted Region, including use through affiliates, contractors, or end users where the primary beneficiary is in that region.
- Changes over time: payment-provider coverage, sanctions, and legal regimes may change. This page is the source of truth for current regional restrictions, subject to the Terms and applicable law.
- No waiver: where legally permitted, any exception requires our prior written approval. Absence of a jurisdiction from this list does not by itself guarantee eligibility or payment availability.
- Hong Kong / Macau / Taiwan: these regions are expressly not restricted solely by reason of the Mainland China restriction in this list.
